SUMMARY:

The Director of Finance shall be responsible for all fiscal and business matters pertinent to the school district.

DUTIES AND RESPONSIBILITIES:

• Responsible for the total fiscal and business management of the school district
• Responsible to ensure that the “Manual of Procedures for Uniform Accounting and Budgeting for New Mexico School Districts”, as issued by Public School Accounting and Budgeting is adhered to
• Supervisor of all bookkeepers in the business office and all payroll department
• Supervises the processing of all payrolls and related reports
• Responsible for all school district purchasing and ensuring all contracting policies and procedures are adhered to
• Attend all school board meetings and any other meetings or activities requested by the Superintendent
• Responsible for the preparation of the annual school budget and chair the budget committee as assigned by the Superintendent
• Keep the Superintendent apprised of all fiscal matters pertaining to the School District and advise as to new or innovative methods and/or procedures that may come by from time to time
• Provide leadership in developing improvements in the financial management of the school system, including budget methods, format, presentation and internal audit
• Responsible for the operation and management of the Accounting Software, to include security measures within the software
• Shall be a member of the management negotiating team for the Collective Bargaining Agreement with T-FUSE, the bargaining agent
• Responsible for all of the risk and benefit insurance programs of the district
• Responsible for implementing a sound investment program and appropriate cost controls for all funds of the district
• Responsible for all fixed assets and related inventory controls
• Supervise and coordinate the year-end audit with the Independent Public Auditor
• Responsible for accounting and budgeting of all Capital Projects Funds and General Obligation Bonds (Debt Service Fund) for the district
• Shall work 229 days at 7.5 hours daily
• Shall be entitles to all fringe benefits as accrued by all eleven month employees
• Performs miscellaneous job-related duties as assigned by the Superintendent

SUPERVISORY RESPONSIBILITIES:

• Supervises all staff in the business office to include the receptionist
• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws
• Responsibilities include interviewing, recommending and training business office employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

KNOWLEDGE, SKILLS, and ABILITIES REQUIRED:

• Computer mainframe and spreadsheet experience. Ability to apply knowledge of current research and theory in specific field

• Ability to speak clearly and concisely both in oral and written communication
• Ability to perform duties with awareness of all district requirements and Board of Education policies

EDUCATION and/or EXPERIENCE:

Preferred Masters Degree or CPA licensure with 3 years experience in School Finance and experience with school based/program based budgeting or similar experience in the industry; Minimum of a Bachelor's Degree in a Finance Related Field(s) or demonstrated experience in school business management; Must have strong public relations and communication skills;

CERTIFICATES, LICENSES, REGISTRATIONS:

School Business Officials License from the New Mexico Public Education Department or have the ability to acquire the license upon hire

LANGUAGE SKILLS:

• Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
• Ability to write reports, business correspondence, and procedure manuals
• Ability to effectively present information and respond to questions from groups of administrators and the general public

MATHEMATICAL SKILLS:

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

REASONING ABILITY:

• Ability to define problems, collect data, establish facts, and draw valid conclusions
• Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables

Job Requirements
QUALIFICATIONS:
Certified Public Accountant (CPA)
BA Degree in Accounting
Demonstrated Experience in School Business Management
Must Have Strong Public Relations and Communication Skills
Must Possess School Business Officials License from New Mexico Public Education Department or Eligible to Obtain within 90 Days of Employment

SALARY: Negotiable
